Night riders are terrorizing homesteaders, and the town doctor tries to keep the locals from forming a vigilante group. After more towns people are killed, however, the rest of the town makes the doctor the town sheriff and tells him to clean up the gang.
Disinherited by his father, Jeffrey Masters leaves his New York home and amasses a fortune in Texas cattle country. When his younger brother Bob marries Elvine Van Blooren, known as Effie, contrary to his father's wishes, he also is disinherited. Like Jeffrey, Bob goes West, but turns to rustling and becomes the leader of a gang. When Effie, who knows nothing about Bob's involvement with the gang, learns about their hiding place, she informs on them for a much needed $10,000 reward.
Jimmy Wakely and Dusty, traveling with the medicine show owned by "Lasses" White, stop at the Ferguson ranch and find the rancher and his wife killed. They take the Ferguson baby to their camp, where outlaws Joe, Slick and Pete attempt to kidnap the baby, while Dusty is reporting the murders to Sheriff Beasley and town mayor Melinda Pringle. Wakely and his singers hide the baby from its legal guardian, Doc Judd Thomas, as they suspect him of being connected with the Ferguson murders.

In the cattle town of Lost Valley, Buck Courtrey, saloon owner and political boss, covets Tharon, daughter of Jim Last, a small rancher; and when rebuffed, he has Last killed. Tharon swears revenge with her father's own guns and organizes a vigilante band to check Courtrey's activities. Learning that she loves Billy, a cowpuncher, Courtrey kidnaps and threatens to kill him unless Tharon agrees to marry Courtrey following his divorce from Ellen. Courtrey's wife informs Tharon of Billy's whereabouts, and she rescues him in time to join the townspeople attacking Courtrey's gang. Courtrey is pursued by Tharon, who kills him and returns to become Billy's wife.
The Shadow and his outlaw gang have control of Durango Valley. Keene Cordner arrives, and with the help of Tanner becomes a second Shadow in his attempt to round up the gang.

In California in 1848, Brunton through his stooge Sheriff is evicting the Mexicans from their ranches. Major John Freeman and his troops arrive to investigate. Keeping his troops hidden and appearing out of uniform, he takes up the fight against Brunton. He helps a rancher who has been evicted before his taxes were due only to find him murdered and this leads to the showdown between Brunton's men and the soldiers.
The hero befriends a young school teacher, who adopts a child at his suggestion. The real father of the child, who neglected its mother and allowed her to die, tries to make the teacher believe the hero is its father, which brings about an interesting complication.
Billy the Kid and his pal Jeff help their friend Fuzzy Jones escape from jail, and the trio heads for Paradise Valley, where they find the Paradise Land Development Company, ran by Matt Brawley and Jack Saunders, is somewhat less than honest in their dealings with the homesteaders. They devise a plan to cause a split between Brawley and Saunders.
Tom Mix plays a California breeder of polo ponies in love with a society gal. The cowboy saves the day when a member of her brother's polo team is injured during an important match. Mix immediately replaces him and amazes the audience with his spectacular riding stunts.

Rancher Joseph Colton has bought up all the cattle cars and intends to purchase the penniless line from principal stockholder Gywnn Randall. She is eager to sell to Colton but doesn't realize that he intends to force all the ranchers out of business once he has control of the line.
