During the Republican era, policewoman Jiang Min witnesses a gang-on-gang killing in a flower field. Her fellow witness, Jiang Ru, is raped and murdered by Xu Fei. Jiang Min tries to arrest Xu Fei for this. However, from the station chief on down, everyone has been corrupted by Xu Fei, blocking Jiang Min's path to justice. Furthermore, she discovers that Xu Fei is planning to sell four national treasures from the Tang Dynasty, which he has looted, to the Japanese.
